I was thinking judge dredd (maybe rookie too) goes out into the wasteland chasing someone who hopped the walls and they run into max. Mel gibson as the escapee, Karl urban and tom hardy team up to track him down. Ends up being Mel was the original max and wanted to revive his old life as a cop but in the new mega city but is way too far gone to be able to.
