No it wasn't. It was a parallel universe. Each person in the movie had a title that I now can't remember and played a part in helping Donnie do what was necessary to destroy the alternate universe (which is die in that universe I think) and then they go their original one without remembering anything, unless you died, which is why some characters look troubled in the end scene. That goo shit that floats, that is donnie seeing physical manifestations of time.
