It's never explained why and quite franquly, she just killed an american diplomat for no reasons other than it was a cool techkish scene to open the movie or series with. The plot is purpusefully over complicated and convulated for no other reasons than tech jargon tachno blable gnagnagnah guns, tits and wires.

The first series was actually kinda brutal in some segments.The second series was like the films, watered down and kiddie fare where violence was present but there wasn't blood or brains. But there is the language, nudity, and sexuality, which are not separable and the MPAA loves to go after those for giving films R ratings rather than violence.
