The scripts I've read have him listed as a DEA agent, as opposed to a member of Delta or Special Activities Division. Though, I'm not sure how a DEA agent could "pull together" a team of Delta operators on what was presumably short notice. My guess is he was former Delta, and had since been pulled into SAD, given his seemingly chummy relationship with Matt.

The cartel owns the tunnels, the cartel monitors the border. If he came in any other way, they'd know, but because the tunnel got raided, there was no one to sound the alarm.

Notice how Del Toro didn't go on any opps until the very last moment? The entire plan was to avoid tipping the cartel off to the counter attack. That's why everyone who sees Del Toro dies.

I thought the message was that the CIA was doing something morally questionable in an "ends justify the means scenario." I think that was the central conflict with Blunt's character. She and the audience have this conception that America always does things by the book and that we're the "good guys" but in reality sometimes things need to be done for the greater good that might not be palatable. Blunt, and the audience, might not like the fact that the US was propping up another drug lord, but at least it was promoting stability and creating a sort of peace.

It was a question of what was right according to the law, and what was right according to reality.
