I don't get it. Gotham went from shitty killer of the week trash like Arrow and The Flash, but then with season 2 turned into one of the greatest shows ever made. The leap of quality between the two seasons is insane, I've never witnessed anything like this before.
The newest episode was GOAT. The dude who plays Hugo Strange is great, appropriately creepy, really interested in seeing where the Mr Freeze / Hugo Strange arc leads up to.

I think they fucked up this Freeze. He works better the way he was in the cartoon, melancholic "I do bad things for love/vengeance" guy. Turning him into a murderer is just edgy and pointless. Also, Nora should have never been shown alive. Just have him talk to her frozen already and work as a symbol. Vengeance for ills committed against you is better motivation than "gotta save my waifu and murder people a lot."

Only conceivable problem with Dr. Strangewong is that he's a manlet and doesn't have any muscle, but this show is never going to have Batman so they'll never do a story arc about Strange trying to imitate Batman so he'll never need to a big guy. So he's fine. He's got the creepy psycho doctor thing down perfect.

Nora being alive is the best possible way for them to have done this. It's meant to be a prequel to everything we know, afterall. And they played Nora perfectly. That, "I can't betray him," bit, you can see why Victor goes as far as he does.
But they did fuck up Victor. He's far too trigger happy. Having him work for Strange to begin with and using the tech to try and save Nora and then Strange fucking him over and that leading to him going full Freeze would have worked so much better.
I'm also slightly disappointed they didn't capitalise on the pun. I was expecting them to confront him and be like, "You don't have to do this Mr. [Fr-ice]," only for him to reply, "Actually, it's Mr. Freeze."
