No, Lucas would have no reason to come out and say 'oh yeah this little side character I made up and is kinda cool is from X background and Y homeworld.' Thats why its just natural for the background that they were associated with to become canon in the majority of their fans' eyes.
It just feels forced to say, "aw yeah naw, they just wore the armor, they weren't ACTUAL mandalorians, not that it actually matters 'n whatnot"

fair point, but these characters interact with the main characters and are very important to them, for example ahsoka, kana and ezra, but are never mentioned in any films and actually conflict with the world that is built - luke is supposed to be the last jedi. by creating them you ask questions like "are obi wan and yoda ignorant of these important force users, or are they lying to luke/the viewer?"
sure, it's a big galaxy, but it's intentionally a story about some of the most notable people - the last jedi and the few sith. new characters water things down, undermine the stakes.
