Is George Lucas a better director than Tarkovski?
Of course.
I'd rather watch his films.
All kino beside his 70s flicks
They are the same person

He's the greatest filmmaker of all time
Lucas is a terrible director and Abrams being even worse does not change a thing.
Tarkovsky made better films ultimately for their realistic approach. Lucas has some great fairy tales, which are still highly thought of in Britain.
I think of Tarkovsky as being quite approachable for a Western viewer as well. It shouldn't be too hard to approach his films after some consideration. Yet his subject matter can never be as dear to our hearts.
Lucas is harder to appreciate if you take all of his work at face value. If you think you're seeing the full artistry of Lucas in one piece of dialogue, one scene, or one movie, then you're dead wrong.

You might notice i used present tense.
Prequels were directed terribly. Sure, i am not arguing against his world building or ven the general plot or writing. But actor direction, mood and pacing (and editing in general) and even some of the large choices like CGI should have just been handled by someone else.
