You may remember "General Tagge" here from the Death Star boardroom meeting scene, where he is the only one who takes the rebel threat seriously. He also pointedly mentions that if the rebels do indeed have the Death Star plans, they're basically fucked. So in the comics he's sent to investigate Leia's BS claims about a base on Dantooine, which means he wasn't one of the poor souls that went down with Death Star I.
Sheev recognizes and rewards his shrewdness, and makes him the de facto head of the imperial military. He even outranks and orders Vader on several missions. So far he's still alive in the Vader comics which are between IV & V right now

When the emperor commands him to blow up the moon of Endor if the Rebels take control... he realizes that there are several battalions of their own men down there.
You can sense the conflict. Down there are good soldiers, good officers, all under his command. Not only is he conflicted at the loss and waste of firing on their own men, he likely knows many of the officers leading those battalions personally, perhaps some are even friends.
But he's a loyal officer and so even though he is personally conflicted at the order coming from the Emperor, he respects the chain of command and is fully prepared to carry out the Emperor's orders.
