Yes, that's what real spies are like. Not James Bond shit, actual on the ground intel gathering is done by local people ("assets") the agent ("handler") hires to do it since obviously a foreigner going about trying to buddy up with the targets would be suspicious as hell.

The actual shooting guns at enemies part is done by operators like that. Usually they don't even bother even pretending to be official by having another agency there, they are usually mercenaries/PMCs made up of ex-special forces of the country that's using them, so if the mission goes tits up and they get caught or kill a bunch of civies or whatever the government sending them can go oh jeez they're not our military they're from a private organization and there's no proof we hired them.

Movies make PMCs out to be entirely separate entities that go to the highest bidder and might even be an enemy of the country they're based out of but they're basically just a way for a state's intelligence agencies to kill whoever they want with plausible deniability.

DEVGRU still has American patches on their BDU's, and they are usually identified as armed combatants.

SAD operatives could be in squads in full gear, they could also be scattered around dressed as civilians ready to assassinate someone.
