Killer Klowns from Outer Space, though Krampus debuted pretty high on my list. I think if David Koechner weren't in it, it would be the top but fuck that guy.

I love The Shining, but I never found it scary or unnerving for some reason.
As for my favorite, it's probably a tie between Session 9 and Jacob's Ladder, but I'm leaning more towards Session 9. It's just so fucking atmospheric. Strongly recommended if you haven't seen it yet.
