What if like different mythical creatures populate the different neighborhoods in LA. So you got mer-people as an analog for beach bums in Venice, snake people inhabit the valley, centaurs are hipsters in silverlake, fairies in west Hollywood (change Fairfax to Fairyfax), Vampires and werewolves are the night life of downtown and Hollywood, bakemono in Westwood, and regular humans gotta live alongside them and the joke is the humans are worse people than the monsters and that becomes evident from their interactions. I just came up with an idea too, it's those people on hollywood Blvd who take pictures in costume, only one of them actually saves some ones life and starts becoming a "super hero" but it all keeps happening on accident and it's in different costumes all the time.

Elmo punches a random guy for taking his picture and not paying him and police get involved to break it up. Elmo escapes before the police unmask him but as the law investigates the man trying to press charges they learn he was actually planning a terrorist attack and the media blows up the story and suddenly everyone that works in mascot costumes claims they were that Elmo. The actual hero Elmo is conflicted as to whether to come forward and face the consequences for assault and receive the credit or maintain anonymity.
