Bella is a Mary Sue. The definition of Mary Sue is a self-insert character that is "special" in some way.
Special can mean being overpowered in terms of in-universe abilities (Aragorn), not having noticeable character flaws (Rey), always having a solution to every problem (Hermione), or other characters being drawn to them for no other reason than because the plot needs to move forward (Bella).

When people call Rey a Mary Sue, they're saying she feels like a self-insert character written by a Star Wars fan and that Episode VII feels like fanfiction.
