Its not like that. There are schools of the Force and its passed through generations within the teachings of the Jedi or the Sith. Sure there are people who are gifted and were never recruited, but chances are they are poor users and can't advance even to the simple things. Rey was the first user in EU or the movies that used it right off the bat, but she was obviously called/guided for specific reason.
Think of the Force user as a gifted sculptor. Without the proper guidance, he'll never even TRY to make something, just like Luke on Tatooine.
