They (grudgingly) let him on the Council, per Palpatine's request. They did not grant him the rank of Master because he had not completed the necessary requirements (successfully training a Padawan to knighthood - his had left the Order - and constructing a Holocron to record his knowledge for future generations of Jedi), and they could only bend the rules so far, even for a chosen one. He would have doubtless made rank and joined the Council eventually anyhow, even succeeded the likes of Yoda and Mace Windu at the head of the Council. He was only 22, many Jedi are still Padawan Learners at 22. For him to be Knighted as young as he was, after as short a training as he'd received was already remarkable, but he needed patience.
