Yeah, Windu was the epitome of everything that was wrong with the old Jedi Order. He was a militaristic douchebag who basically saw the Jedi and the Republic as synonymous, to the detriment of both. Between his absolutist black and white worldview, his use of anger as a weapon in battles, his tendency to solve problems with force, and his willingness to seize political power "for the greater good", he really seems more like a Sith than a Jedi.
He actually makes a very good foil to Yoda: while Yoda was the Jedi Master who realized the error of the Order's ways and changed his views to adapt, Mace was the one who stubbornly clung to his old ways to the bitter end, and ended up dying an ignominious death for it.
He's actually a really interesting character in that light. I mean, I think he was a total asshole, but I'm pretty sure that was Lucas' intent.

He actually reminds me, of all things, of Victoria Hand on Agents of SHIELD. Like Victoria, he's basically there to be a living embodiment of everything wrong with the way his institution currently works, thus showing how that institution came so close to total destruction and why it desperately needs to change. And like Victoria, just about every goddamn decision he makes is bone-headedly wrong. Hell, they even both end up getting betrayed and killed by someone they thought they could trust, right when they believed they had the main villain contained.
Ultimately, the dude made the mistake of trying to out-Sith the Sith, he was doomed from the start.

Windu never trusted Anakin, though. One could say that he was Anakin's main slanderer in the council, even when the fact that he was not prepared was a more general consensus. He constantly show this distrust and specially when Anakin tells him about Sheev. I'll go as far as saying that, if Windu had allowed Anakin to come with him to arrest the Chancellor, the jedi could have won. Instead, Windu just said "I'll trust you if it's true, but go and wait in the council chamber".

Regardless of what would actually happen, Windu's plan was to assassinate Sheev and *directly* take control of the Senate by force of arms. He explicitly says so in the movie, and ignores Yoda's warnings to the contrary.
It was all supposed to be temporary, of course, but that was the same thing Palpatine said about his emergency powers. (Granted, unlike Palpatine, Mace genuinely meant it when he said it, but in practice I doubt he would've relinquished power all that quickly.)
