Didn't they do like a reflex test with the hand? do you think that was contingent on it having "skin"? Like as the skin eroded away so did his feeling or at least sensitivity to pressure. And in the prequels Anakin wore a glove over his most of the time. Having a metal hand has to affect the way you grip things.
Him having a synthetic hand was a lazy way of not making a really expensive prop. In ROTJ he wears a glove over his hand, it may not have flesh under it.
