It wasn't even that, it was pure bullshit. What was the Trade Federation planing to achieve with an invasion of a small planet that they even wanted to keep a secret? Also you can't tell that in a corrupt ineffective political system that allows a single representative to oust the head of government, the powerful Trade federation couldn't negotiate/buy a better outcome to the taxation problem beforehand. But its all bullshit because it was a fabrication of Sheev.
