Luke reached Cloud City around the time Han was frozen in carbonite. Vader was informed of this by an Imperial officer. He then asks for the Cloud City workers to prepare the freezer for Luke, an then sets the trap of moving Leia and Chewbacca towards the carbonite room (Leia: "LUKE, IT'S A TRAP! IT'S A TRAP!").
Once Luke was there, there was no reason to leave Leia in the city.
He was also manipulating Lando:
