Is it safe to assume that by the events of Episode 7, the New Republic had already been in decline for some time, with the First Order riding a general wave of discontent and uncertainty?

Seems like the Order was already on its way to being the most dominant political force in the galaxy, with the Republic maybe never actually taking off because its leaders were only any good at being resistance fighters, unable fill the power vacuum and return the old system to its former glory. They may have even intentionally tried to be less centralized so people wouldn't think they were forging yet another empire.

This would help explain why the Resistance was probably the only major force left opposing the Order, with secret backing by a waning, impotent and woefully disorganized Republic.

That was my impression anyway. Seems like the Republic went too soft on former Imperials and other renegade threats, while not being all that effective at governing themselves.

Without strong and decisive leadership, systems eventually started turning back to fascism.

From what I understand, after the Battle of Endor, the Rebel Alliance caught the Empire on their back foot. A few major Rebel victories later (for example, the Battle of Jakku) and in-fighting among the remaining Imps paved way for the establishment of the New Republic, with the remaining Imperials forced into being stunted remnant governments over the last few areas they controlled.

The First Order stems from a portion of those Imperial remnants that decided to fuck off with this new government and established a presence in uncharted galaxy (likely why the Republic doesn't acknowledge or perhaps even notice the construction of Starkiller base).

After peace ostensibly takes over, Mon Mothma (I think) signs an accord to demilitarize, reducing the fleets of the Republic by over 90%. The entirety of the New Republic fleet being destroyed on Hosnian Prime isn't that far-fetched when you consider they may have only had like 5-10 flagships left.

According to Jar Jar, after the events of TFA, The First Order is now the largest organized military presence in the galaxy.

They were being demilitarized but the fleet that got obliterated was the bulk of the regional forces.

Basically there were other Republic ships but none of them were close enough to help stop Super Death Star before it blew up the Resistance base.

Well they're the largest military force. The galaxy is still governed by the New Republic. The Resistance is probably the last line of defense of democracy now. Also we can assume the remnant Imperials are on the side of "good", insofar as TFO are Afghanistan and the Resistance are the Mujahideen.

They were the resistance in a sector that the First Order was dominating.

The Republic, like its predecessor, was too bureaucratic, fragmented and decentralized to effectively contain it.

Which makes sense because they probably wouldn't want to the galaxy thinking they were just forming a new empire. They just went a little too far in the opposite direction.
