At first he was another cartoonish type, a strong, silent enforcer character. A breathe of fresh air amongst the goon ranks of the shows characters. Then they decided to make him some sort of a parallel lover figure for Carmella, a contrast to Tony and a Catholic test of faith, so to speak, at least that's how I saw it. He was better when he was just Tony's bodyguard/driver.

I feel like Elliot was supposed to be some sort of an audience insert. He was a true outside observer, who relished following Mafia related news and keeping up with all the latest whose who of the criminal world, the speculation, the gossip, and all that. Like most of the viewers he was fascinated by the maccabe and the violence of Tony's world.

Writers changed so much that the new ones by season 4 couldn't think of anything to do with him so they cut him. In fact a lot changed after Season 2 when the actress for Livia died. That by itself destroyed all of David Chase's plans for the series.

Furio disappears from Carm's world as that of an apparition, so suddenly and mysteriously. People watching the show for mafia and violence felt alienated and wrongly believe the show went downhill after season 2. I'd have a tough time singling out a "worst" Sopranos character, almost all of them are nuanced and staggeringly true to life. Plebs tend to shit on AJ, who's depiction probably hits too close to home for most ~25 year old Americans, and Janice who's blood-sucking parasitic nature makes her seem so real she feels like a lost family member that could show up at the funeral of one of my relatives that actually has money. I think those two are some of the best actually.

He's almost a non-character, but that's what makes him likable; he's totally dependable and doesn't make any waves. He never spilled information to New York, he didn't fuck up any business because of a drug addiction, his extramarital affairs weren't so excessive they caused problems, etc. He was around for the entirety of the show and his only real transgression against the protagonist was stealing some building supplies against explicit orders (which he readily admitted to and compensated for).
He builds up so much goodwill with the audience it makes it hard to dislike him.
