Not necessarily. Phasma knew him better than she did those others thugs he brought along with him. She knew Finn would've been too soft to strike as quick and ruthlessly as she would, if her compliance was really needed to his objective. Especially if her death wasn't even an absolutely essential priority, either (keeping in mind the orders that led to him to abandoning the First Order in the first place). If he had confronted her alone, her odds (AND high ground) would've weighed strongly into her favor, light saber or not.
