Qui Gon's Force Meditation level drained Darth Maul while increasing Obi Wan's saving throws. High Ground is cast every turn but Obi Wan's saving throws are too high and the DC of Maul's abilities is quite simply too low. Darth Maul mained in lightsaber prowess over force powers. You ca see in Maul's face when he realizes he's fucked. he quickly attempts to change his lightsaber form to one with a higher Force power DC, or at least one that will give him saving throws against the Obi Wan onslaught that's about to begin.
