Debatable. I find with anime its 95% utter garbage, with a handful of things I consider "anime good" (as in good relative to the rest of the shit), and like 1% being actually good. That being said the anime that is actually good is usually some of the best animated works I've seen.

Cowboy Bebop and Evangelion are probably stylistically the best. As far as plot goes I'd say that Princess Mononoke is my favourite.

Ehh, it has the same kind of issues that anime has. All the shows appear to be the same thing. Its either a kiddy show or an edgy sarcastic adult show in the west. But shit like the regular show can be good from time to time. Animation can be really expensive which means that it needs to make money to recoup costs which means that they generally take less risks. Obviously there are plenty of exceptions and those are generally the shows that people consider "good".

Western animation is pigeonholed into kids movies, something that happened when Disney was still alive and something he lamented.
Traditional animation is also functionally dead in the west. Even stuff made to look like it is 100% cgi, whereas Japan still draws about 40% of what you see on screen.
It's a shame, because Americans were undoubtedly the best hand animators on the planet.

It wasn't always like that. There have been some more adult cartoons or at least ones fit for at least teens.
BUT most networks don't give a shit about cartoons any more thanks to the fucking FCC requiring children's "eduational programming" which killed the saturday morning cartoon. So cartoons were pretty much legislated out of existence for everything but cartoon network and Disney.
And both CN and Disney now prefer to run cartoons they own so they can make more profits off of not having to pay another owner (especially Disney). And CN's afternoon line-up is nothing but CN-owned properties, and they're all shit.
