They could basically plunder any planets that they wanted and take their resources.
Clones had shorter life spans and later models started to show undesirable traits. Also sheevs master plan to make planets more involved in preserving the Empire was having their citizens serve in the army.

The clone wars wasn´t fought on every planet (Jedi and the republic are still legends in many places) but the empire made sure to have some troops on nearly every system so the empire probably needed more troops for easier work (simple police & riot control v.s. continous war). Also the clones had to get fed and paid for as children for 10 years before they can get to fight, the imperial system outsourced that cost to the citizens directly by raising their sons.
Pretty sound plan. And they still have more competent people in reserve for things like the inquisition and Shadow Trooper squads if they want to fuck some serious shit up.

The clone army was expensive and therefore relatively small in number which was appropriate for its two only purposes: 1. Repell the relatively smallscale separatist attacks in respect to the galaxywide scope of the war which only hit select targets (clearing and holding of whole planets was unnecessary rather than retaking or destroying a single decisive structure or facility) 2. Killing the Jedi, which was the main reason Jango Fett served as clone template.
After the war, galaxywide policing, crowd and riot control as well as counter insurgency operations became the main purpose of the imperial army which means that it needed to be substantially larger and present on every major to at least mid-level planet. The proficiency of the the average soldier was probably pretty low since they mostly didn't have to deal with fullscale wars or commando operations. Which may be the reason the stormtroopers got duped so easily when they met actual military grade opposition.

A Kaminoan senator in TCW was petitioning for the Republic to order even more clones for the battle effort just so Kamino could get more money. They explicitly knew that the Clones had the chips in them that made them turn on their Jedi at Palpatine's command. I know this is non-canon but in the EU the Kaminoans secretly built their own clone army and rebelled against the Empire. The Empire then decided that relying on one planet to produce all their soldiers was extremely risky so they started using other clones and recruiting regular soldiers. By the time the First Order comes around they don't have the resources to clone people so they just use regular humans. Even though kidnapping every single soldier is probably really fucking time consuming and expensive but whatever.
