Disney, with their theme park shows etc, have done a lot to show the Empire as goofy even before they purchased the property. That's actually what makes First Order annoying as villains. It was easy to imagine that most of the day to day Empire was just regular people doing their jobs, and the most imposing/discomforting thing about them was that their ships were spartan and clean compared to the grimy look of most the universe. It's SUPPOSED to be cold and uncomfortable, but ultra-clean futuristic interiors is generally what part of sci-fi fandom loves (especially people who love old Disney "in the future..." stuff, which is always spotless.)
The worst thing the Empire does is blow up a planet for some leverage. FO one-ups that and has an incredibly uncomfortable pep rally that draws obvious /pol/ parallels. Good luck making something charming out of that.

With such a minor character as Boba Fett though, I think the actor would know more about the character than the director would.
A good director doesn't tell his actors how to act. He gives the actor their motivation and then lets them act. With a character like Boba Fett who was written with such little personality, the actor would pretty much have to create the character himself.
