Maybe Sheev wanted to keep Anakin under controll leaving his scars and all the damage so he would be filled with pain and hate. Then Sheev directed that negativity on his enemies. I mean, the whole point of Sheev's plan for Anakin was to make him fall so deep into dark side that he would be his pupped forever + never having a chance to overthrow him like siths tend to.
Vader was smarter than that tho and saw the plan of the emperor when some of the pain eroded away, thus planning to defeat Sheev and trying to convert Luke to become his ally.
