The back story on Vader is fascinating. Originally he was just some officer who acts as a minor villain out to get some stolen data tapes. He's the equivalent of some Gestapo officer. Tarkin is the main villain. His eventual fate was to be killed by Luke as revenge for killing his dad.
Ralph McQuirie gives him this really cool design, as some guy in a suit, and convinces George Lucas to go with it. Notice how no one in the original film ever makes reference to Darth's suit or appearance directly. He could have easily just been some guy.
Because of Vader's massive popularity after the first film, he gets an upgrade to main villain in Empire Strikes Back and becomes the central figure of the entire film series.
Quite a bit upgrade for some one who was meant to be a relatively minor villain. Think about it. If Ralph McQurrie decided to not make his design so damn cool, the entire Star Wars series would be radically different.

Tarkin's character changed massively over the rewrites, in the final script he was brought back in his original role as ally to Vader (Crispin Hoedaack) but with an elevated position in place of the Emperor (who was cut), Lucas wanted a human face to represent the Empire, rather than the masked Vader

How many years is the gap between Episode 3 and 4? Assuming its 15 or so years, Vader probably failed to do something Sheev asked and Sheev reprimanded/demoted him and/or advanced Tarkin to surpass Vader's 'rank'. It's hard to believe not once in 15 years that Sheev and Vader had a falling out.
