Voldemort managed to control a world where everyone was a hothead able to kill you in the back just by saying a simple word. He tried to make wizards the masters of the world while Palpatine treacherously killed all those who knew how to control the force so that he wouldn't have to face serious opposition. At the hand he still managed to get destroyed by very little number of rebels without any experience even though he had a death star and several powerful space ships.

If we're going to be fair he would never had had to face a non-wizard army in a straight battle. He'd have mindfucked every leader into following him or killed every military commander by teleporting into their bedroom and letting his snake eat them.
