There is also the fact that actors came from a lot of different countries and didn't speak fluently the same language (for the dollars trilogy).

On set microphones are expensive both in renting them and having persons who know how to use them. Lot simpler to film and ADR everything. Also in Italian and some Asian films they would just have actors counting and so on and dub it later.
