Obi Wan's special ability was that he could always have the high ground, provided there was ANY height discrepancy in the battlefield.
Obi-Wan is the strongest with high ground.

When Sheev attempted spinning (which confuses the perception of high ground to his attacker) and It's Treason, Then (which attempt a psychological attack on the attackers will), Obi Wan could dispel both with his A Certain Point Of View and fight him fairly.

Technically speaking Sheev could defeat Obi-Wan as long as they are on even terrain but as soon as Sheev does his spin move the terrain becomes imbalanced and Obi-wan should be able to take him.

Obi-Wan is a very technical fighter, though. He's the most reliant on high ground of all the Force users. He got his ass beat by Darth Maul until he managed to find a high ground in the largely flat area in that Naboo power reactor place. Same with Anakin. He even got his ass beat by Grievous until he started dangling off the side of the landing pad and employed his high ground there.
Obi-Wan can't really take anyone in a fair fight. He really needs some kind of terrain or moral advantage, and if he doesn't have it, he's going to get his ass beat. It's mostly due to plot armor that he always finds something to dangle off at the last second. Sheev is a chessmaster among Force users, so I believe he would understand Obi-Wan's strengths and weaknesses and avoid letting him get a high ground advantage. Most Force users don't understand that Obi-Wan turns low ground into high ground, but Sheev isn't most Force users.
