Lucas said something about wanting everything "new" each time. But that's sort of the problem. In the original trilogy, it felt like a used universe. Like it had existed before we were seeing it. But in the prequels, everything was fresh and clean and shiny. It didn't feel real. It didn't feel like Star Wars.

If the clone wars ran its course, introduced the Yuuhzan Vong as canon, properly concluded Ventress and Boba's stories, and had a smoother transition at the end of the 8th and final season I would say that would've been it but obviously thats not the case.

The "used future" aesthetic still applies in many parts of the prequels.
Anakin's podracer has literally never been flown, but because it was put together from junkyard parts, it looks dirty and janky as fuck.
The other podracers aren't that much better, covered in carbon scoring and scratches and all kinds of stuff despite their paint jobs.

Coruscant's shiny and clean around the Senate and other fancy areas because it's the fucking Senate. The Empire was shiny and clean in the OT for the same reason: they've got power, they've got resources, they can keep their shit clean. Kamino is cleaned outside by the unending rain and the action of the immense sea, and is kept clean inside because the Kaminoans are rich cloners, so again: resources.

Like, most of your complaints can be answered by the fact that the OT stuck to uninhabited worlds like Hoth or barely inhabited worlds like Tatooine and Endor, but the few high-class areas we did see in the OT like Cloud City and basically any Imperial location were spotless and shiny. The PT mostly happens in high-class locations, because it's back when the good guys were in charge of everything.
