You realize there was still a functional French army and most of France to conquer, plus the Germans were desperately overstretched and needed rest and refit after constant combat? Halting at Dunkirk made sense strategically, even if generals at the front saw a tactical advantage in pursuing the remaining English and French forces. Fundamentally, with the benefit of hindsight, I agree, not capturing those English soldiers was a mistake. But at the time, it made perfect sense. Had Germany not invaded Russia, they could have beaten the English without worrying about those broom carrying soldiers who made it home. But that relies heavily on "what ifs". Only a cascade of events taking place after Dunkirk made the failure to capture the British Expeditionary Force such a SNAFU.
That and propaganda, only the English could turn a massive retreat and defeat into a propaganda victory. I like that about the English.

For the last time, the soviets had 174 divisions conveniently on top of the German border before the invasion and the invasion force was significantly smaller around 130ish divisions. Let me paint a picture for you. There's an 800+ mile long border encompassing several countries in the east and the Soviets have a fuck huge army right next to it and you don't have a sustainable amount of gas in Romania. According to how war worked at the time the side that attacks first and with the largest numbers will have a big advantage. What would you do?
