Haven't seen the movie, but in Mexico it's not unusual to have the police (local and federal, even the military) forcing people—usually through torture—to sign fucking blank papers, whatever they'll nail them for to be determined later.

Small towns are some of the most corrupt places in America due to everyone knowing and looking out for each other and there being little actual oversight.

Documents are horseshit anyway and easily contested in court even if you signed it without duress. One signed under any kind of duress is even more worthless.
