James Rolfe said in his AVGN Movie updates that he chose to film in LA because it's LA, and it ate up a lot of the budget. There's a reason a lot of films use other places as stand-ins (e.g. film in a random town, pretend it's New York).
It's possible he got a tax break or grant because of the diverse cast. I'd rather an RLM movie be all-RLM, with a few friends or actors they know.
