Goku is the tactician during the Cell Saga, and the Buu Saga to an extent. He kind of coordinated everything. That's why I don't like TFS interpretation of Goku, because he certainly isn't stupid.

Goku gives freiza his own power but Freiza shoots it back at goku intentionally trying to get him back. Goku calls him a fool and blasts him literally into dust while he stares angerly for a mement to take in what he had just done. Toriyama intended to end the series after this and had no intention of having frieza live through it. But its safe to assume Goku thought he had killed him. The intention was there and thats what he was implying. Not who literally actually retconned cannonically killed frieza.

I never understood how Frieza managed to survive to be honest. Also that scene at the beginning of the Cell saga where he comes back felt pretty usless, it was to show how badass and strong Trunks was, but Toriyama could have found another way than resurrecting a character supposed to have been rekt and killing it right after.
