This scene is to break the spell of the viewers "suspension of disbelief"--to remind viewers that this is a cheesy gangster flick with cheesy gangster overtures.

He cried for Tommy because like Henry, he'd had Tommy under his wing probably since Tommy first started coming into that life. And since Tommy was 100% Italian he was the only one in the crew who could get made. He was a ticket to more money and more power than what Jimmy could do on his own.
