All it takes to not be a terrible action character, male or female, is to have flaws and believably get in trouble or be able to be overpowered. See Emily Blunt's character in Sicario, who manages to score two incredible kills but gets realistically overpowered by a male character with similar hand-to-hand combat training. John McClane in the first Die Hard is a good male equivalent, if a bit less realistic.
