I think with the possible exception of Thor (which could have been awesome if they truly embraced the mythos), all their franchises have at least some creative high-points. Cap is easily the best of them, because its been the boldest.

I don't think they have much of a choice. Actors get tired of and to old for the roles eventually. So their "major" characters have a shelf life before you have to reboot or replace them. Having other characters you can go to while the public forgets about the last actor to play Cap or Ironman or Thor is kind of necessary. Like the last Avengers movie the team will have an occasionally rotating team of lesser knowns until they come around with their big hitters again.
