Every single top level athlete as well as a vast majority of lower level individuals take performance enhancing drugs.
The procedure for the development of these drugs has advanced to such a degree, that substances are made specifically for each athlete.
The more money a person has, the more sponsorship deals, the more expensive and complicates their performance enhancing substance of choice will be.
Substances that stop production of lactic acids in the muscles, substances that increase muscle performance, substances that increase oxygen processing, the list goes on.
Most are are designed to leave the body extremely quickly, most are not ever even tested for because they are designed privately for very few people.
Testing for these drugs is essentially a shot in the dark. It used to be that testing was a couple of steps behind the drugs, now it's more like 10 kilometers.
As someone that has relevant links to the industry, I can tell you that every single person I have met fits your definition of a cheater.
