Vader didn't need tot be interesting in the first place in A New Hope. He was just the boss henchman at that point in terms of production and storytelling timeline. Criticizing this aspect of the film makes as much sense as asking why the death star is a rip of of Star Killer Base.

vader was badass and intimidating as fuck. when he walked through the smoke in a new hope, you knew he was serious shit and all other characters on screen are visibly afraid of him. the first words out of his mouth are telling some imperial lieutenant to fuck off and work harder and then he jokes a man
kylo ren walks onto the scene and looks tiny and no one is scared of him. the first time he interacts with a character, poe thinks he's a bitch and starts making fun of him.

you know why vader is such a great character and villain, because he literally starts out as just the most vicious evil cunt in the galaxy and then gets actual story and depth to him as the movies come out, Kylo was given way too much background and personality
