Green = Consular (mostly force users less skilled in lightsaber combat)
Blue = Guardian, the best Jedi lioghtsaber masters are guardians.

Consulars(dedicated to investigation, diplomacy and normally force prowess)
Blue=Guardians(Kick down doors and solve problems head on, usually focused on lightsaber skill),
Yellow=Sentinels(Stealthier and balanced between the force and saber skill.)

It's arbitrary. It was red for evil, blue for good in ANH, then Luke made a new one and the best way to indicate that was with a new color, so they went with green.
The EU made rules about what colors are for which types of Jedi, like what their specializations are. But in the prequel movies it was just arbitrary other than red being for bad guys.

Each lightsaber is constructed by hand by the jedi/sith.
They find the suitable crystal in a cave or in the wild.
In lieu of that, they make a synthetic crystal.
Luke's green lightsaber in ROTJ was a synthetic crystal that was actually much more powerful than a normal lightsaber.
The Sith, similarly make sythetic crystals.
Kylo Ren made his lightsaber out of cracked Kyber crystal. The "crossguards" are actually refraction points that exit/vent through the sides as a defect...not entirely for style.
When a jedi/sith has found/created a suitable crystal, they spend days/weeks meditating on the crystal to imbue it with force powers.
Basically, Sauron level imbuement to make their lightsaber attuned to them (also similar to the wands in the Harry Potter universe).
Its possible for others to use the lightsabers, but they wont be able to harness it/focus it fully.
It basically becomes a power multiplier/focus point for the Jedi's powers. Its like a super charged battery of force power.
Blue is a very common crystal color.
Green is typically obtained/created after a certain level of force proficiency is obtained.
Red is typically induced by the synthetic crystal used+ the hate/anger/sadness (dark side of the force) imbued into it.
Other colors are obtained by using "non-standard" fabrication techniques (different crystal/mineral type used, intense force focusing, etc).

Kyle Katarn originally owned an aqua one before switching to his traditional blue saber, he's a Jedi Master.
Obi-Wan was part of the Council and he never wielded a green lightsaber and stuck with his blue one.
Galen Marek owned a red lightsaber initially and used blue, aqua and green ones later on and he was the best Jedi ever until he sacrificed himself for the greater good.
Mace Windu owned a red lightsaber before becoming a Master and found his special crystal that wielded a purple blade later on. (Beyond the explanation that SLJ wanted to stand out in the fight)

I believe that in EU (which isn't canon anymore, but still makes for a good/believable source of general lore) the crystals help signify their standing/belief in the Force.
Blue = Jedi in training, Jedi Knights, Jedi who focus mostly on combat
Green = Jedi Masters, Jedi with a strong grasp of the Force and how to use it
Red = Sith, generally to show off their passion or dedication to the Dark Side
Purple = a Sith that turned to the Light Side and struggles to stay there
Silver/White = Grey Jedi, people that see the Force as another tool, and believe it is their actions that define them, not their 'attunement' to the Light or the Dark sides.

In Episode 2, they make it seem like the only real consequence for losing your lightsaber is that your master might be angry at you if you're still a padawan. It didn't seem too hard to find a spare one lying around.

Nah the color is just from the crystal they used. Jedi however usually (if not always) go for a blue or green crystal, and the sith prefer the red.

From memory...
Blue = Jedi Guardian, mostly trains to become more proficient in lightsaber-based combat.
Green = Jedi Consular, trains to become stronger with the force.
Yellow = Jedi Sentinel, I don't remember what these faggots do, they're like the Jedi police or something.
Red = Sith, color comes from the artificial materials used to make their blades. Jedi build lightsabers using gems mined from certain planets, making them more "natural," however they aren't nearly as durable as red lightsabers and break more often, which is why the sith favor red.
Purple = wielder has a mix of light and dark side powers. Not gonna lie, this one only exists because Sam Jackson requested a purple one for Episode II and Poetry Man was like "lol okay."
There are other colors too, like teal, orange and white, but I don't remember what their wielders do or what their titles are.

Blue = Guardian = Jedi's that focus their training on combat as defenders of the Galactic Republic and the Jedi Order.
Would bash down a door to get in.
Green = Consular = Diplomats that focus on non violent measures in spreading peace and harmony across the Galactic Republic.
Would knock on a door to get in.
Yellow = Sentinel = Seek to achieve balance between the two extremes.
Would pick the lock of a door to get in.
Red = Sith = Seek power and dominance trough the dark side of the force.
Would threaten or kill to get that door open.
Purple = Redeemed = Those who have walked both sides and come back, be they Jedi or Sith.
Would probably ask someone else to deal with that door before they did something they'd regret.
White/Silver = Grey = Those who reject both the Jedi code and the teachings of the Sith, and prefer to walk their own path.
No way of knowing how they'd deal with a door unless you knew them.
Other = Original Character do not Steal/Special Snowflake.
This color coding is by no way a given however, it would be strange if every force sensitive lightsaber owner in all of canon would confirm to this binary color code, but this is what Star Wars related media pretty much tired to work out pre-Disney buy out to make the life of tapletop and video game developers easier, and that bled into some of the EU at the time.
