Lucas is okay, but he is only a minor part of what made Star Wars worked. If you look at the process for the creation of Empire Strikes Back, he was only one of several script writers. That's exactly how it should work. Lucas bounces off ideas off a legit sci-fi writer. That writer makes the first draft. Lucas puts in input. Final drafts made by another writer.
The first script writer was writer Leigh Brackett. She also wrote The Big Sleep, Rio Bravo, The Long Goodbye.
The problem with the Prequels is that it took a guy with some nice ideas who got really lucky with the help of others, and made him the entire dictator of the creative process. He bought into his own hype and thought that he didn't need anyone else.

Return of the Jedi at least still had Based Kasdan and we got some of the greatest moments of the series. The Luke/Vader/Sheev stuff is on par with anything in ESB, and while making a Death Star II was redundant, that space battle is still the best in the series.
You DEFINITELY could see some of George's bad habits start to take shape, though, like with the Ewoks and all the muppets in Jabba's palace
