Shelters only have space for so many pets, a single time of year where they have a resurgence AFTER gifts have been given means more dogs will need to be put down and faster.
Very few people will be looking for dogs to adopt after Christmas so a small minority of these dogs will avoid being put down.
These people are all so good at picking up dogs.

Humans don't know what's best and people can give inappropriate gifts, an animal is a responsibility and the nature of gift giving is that it's a surprise.
