The purpose of Nute Gunray was to give Sidious someone to whom he had to talk remotely via hologram so that he looked like a ghost.
My bg question is, did he know Sidious was Sheev or not? Because when Sheev shows up to talk to him, he keeps saying shit about how "[he'll] make it legal" and other clear indications that he's on the senate, but he still insists on wearing a shadowy, mysterious hood.
