Disney deliberately retconned James Luceno's Plagueis novel so that they have the opportunity to utilise the character's past and future. Luceno has released "Tarkin" since then , doing the exact same thing, which is fleshing out the character of GM Tarkin. But obviously he wouldn't need to be used anymore, so they kept that novel cannon.
All in all: Snoke will end up being Plagueis in one sense or another.
