No, in the final cut of the movie it's implied Biggs left a while ago and Luke was jealous because he wanted to follow his friend to the Academy. It's only that one deleted scene which shows Biggs on Tatooine, I'm pretty sure the real canon is that Biggs is part of the rebellion before ANH.

Given that the scenes of Luke meeting with Biggs at the start of ANH has never been reintroduced to the film and old EU material jettisoned, exactly how long he'd been with the Rebellion is now fairly ambiguous.
