Self preservation. It's why 3PO was always afraid. It's also why he hid inside Luke's garage, even though he still had his restraining bolt on him. Self preservation. They follow instructions but robots like the Probe Droid and IG-88 show that some will kill on command. IG-88 was even an independent contractor who followed instructions from his employers.
It's also not beyond the realm of possibility that Phasma is in fact IG-88 (his head can be retracted into his torso). It also makes sense that Kylo Ren would trust Phasma if she's a droid. I'd laught if Phasma was IG-88, still trying to fulfill his contract to capture Han Solo... knowing that the New Order are hunting the last of the Jedi and joining up with them.
