You have to remember that these were pulp material. They weren't "real" literature. They were aimed at juveniles and children or older readers looking for escapism.
You EXPECT Mary Sues in this sort of material. It's like reading Twilight and getting mad that it just seems to cater to tween girl sex and romance fantasies.
James Bond and Tarzan are just better examples of the genre. There's heaps of forgettable trash in the same field.
That said, I was never a fan of James Bond as it's an idea that gets old quick.
And that's also why they lowered the Mary Suism in the new films.
Same with Batman and the like. Audiences generally roll their eyes at this sort of writing now.
It's why it stood out so bad in the new Star Wars.
