Heh, funnily enough the original Storm Trooper armor (and even the Clone Trooper armor) had built in breathing apparatus that scrubbed the air and diverted this clean air into breathing tanks built into the armor.

It's a lot easier to filter out smoke than poisonous fumes. Filtering out poisonous fumes requires a much more robust filter that the First Order probably wouldn't think was worth the money to include on every mask-- especially because gas mask filters expire after only a few hours of breathing.
Their armor sucks and TIE fighters don't have shields. We're supposed to think it's because they're considered expendable, and not worth the expense of high tech armor. Just give them guns and point as many of them in the direction of the enemy as you need to. They are the Empire's grunts.
