First Order is basically North Korea they don;t rule the galaxy but they are allowed to exist.
Obviously this is a huge overlook by the Republic and that's why the Resistance exist

The Empire was more or less defeated within a few years of the Battle of Endor. A group of the Imperial remnant, led by General Hux's father, retreated to the Outer Rim and eventually rebuilt itself as the First Order. The New Republic was established to govern the galaxy.
30 years later, the First Order is powerful, but they're locked in a Cold War with the Republic, with both too afraid to strike first. The Republic secretly funds the Resistance, who fights the First Order within their own territory, behind enemy lines
that's really all we know. JJ didn't want to focus on boring exposition and politics because that's what the prequels did
